Kalbajar is the highest mountainous region of Azerbaijan. Kalbajar city, city-type Istisu settlement, Bashlibel, Zeylik, Zar, Gilijli, and Zulfugarli villages are large settlements.
There are many historical monuments of the Albanian period in Kalbajar. The most famous of these is the Khudavang temple complex. This memorial complex is located in the east of the Kalbajar region - 29 km from the region. The monument complex, also called "Khudaveng", was built by an Albanian prince in the VI-VII century, and in the XV century, this monument became a religious temple of the Albanian Principality.
According to the peace agreement signed on November 10, 2020, on November 25, the Armenian Armed Forces evacuated the Kalbajar region and the city and handed them over to the Azerbaijani Armed Forces.
